Subnational governments in Mexico have been creating citizens' advisory councils on a regular basis. Through these mechanisms, governments seek to incorporate forces to challenge administrations and/or legitimize any decisions. What is really achieved? From a critical perspective, this paper studies an episode based on the work of a citizens' advisory council where the governor of Sonora, a state in northern Mexico, appointed his citizens' advisory council.
