Abstract

Based on the concept of "urban safety" introduced by UN-Habitat in 2007 within the agenda of "Safer Cities", this paper attempts to analyze Ciudad Juarez, considered among the most unsafe and violent in the country and the world. We present the development of an urban safety index (ISU) based on a multicriteria model of spatial analysis, which aims to identify and explain the territorial manifestation of threats to urban safety and the relationship with indices of social vulnerability associated with poverty. The importance of this analysis relies in the need to integrate statistical studies and the spatial patterns of threats to urban safety with urban planning processes, as a preventive tool towards the formulation of policies to reduce urban insecurity.
