This paper aims to explore changes to Monclova's and Ciudad Acuña's economic structures since the mid-80's and to trace how imports substituting industrialization (ISI) and open economy models were adapted locally during recent Mexican economic history. Implementation of the ISI model was quite different in the two cities. Monclova flourished due to the government-owned steel foundry Altos Hornos de México, S. A. (AHMSA). In contrast, Ciudad Acuña, did not figure as an important economic center. However, according to data from the economic and population censuses, as well as from statistics of the maquiladora industry, economic opening wrought dramatic change to local economic structures. Ciudad Acuña has become leader of maquiladora industry statewide while in Monclova manufacturing's share in the economic structure decreased.
