In recent years the solid urban waste system of the metropolis of Buenos Aires has been transformed. As a part of this process, the participation of waste pickers' cooperatives in the management of recycling programs has been promoted by governmental agencies and NGO. In this article, we use ethnographic evidence from a case study located in La Matanza to illustrate how the practices of those agencies officers and cooperatives leaders can be understood as a part of a common exercise of government that challenge the borders between "state" and "civil society". This study analyzes the cooperative's formalization that allows them to obtain financial resources as the main dispositive of government. We also reconstruct the practices developed by their members in order to deal with these regulations.
