The recent emphasis on the Reduction of Emissions from Deforestation and Degradation (REDD+) has reconfigured forms of environmental management in Mexico. Using data generated by the authors as part of a research project by the Center for International Forestry Research (CIFOR) on Multilevel Governance and Carbon Management at the Landscape Scale, we show some of the challenges for the governance of forests and soils. We mark the difference between government and governance, attempting to illustrate the transition from one to the other in the framework of REDD+ early actions and the innovation potential that current climate change debates have created. We reflect on the possible contributions of democratic, legitimate, and transparent governance of forests, for the management of soils and of environmental challenges in general.
