Currently, societies have information at his disposition like never before, as well never before there was such a need for open access to informational heritage of institutions to benefit informatively, educationally and scientifically. The aim of this research is to study why scholarly publications developed in the fields of Humanities and Social Sciences of Public Higher Education Institutions are informational heritage, as well as to justify why these manifestations can be in open access. Methodology for this research is theoretical and levels of research are implemented: descriptive, classificatory, explanatory, and predictive in order to describe and conceptually analyze object of study and its functions to induce understanding of topic.

This document is structured in following sections: first, a theoretical framework on heritage is presented to support conceptual proposal of informational heritage; second, theoretical elements of open access are studied; and third, content analysis and findings of study of open access regulations in Latin America are presented; finally, conclusions are presented.

A general conclusion is that open access to informational heritage requires moving from being done with good intentions to being implemented with regulations, due to is a useful action that benefits societies by sharing information goods derived from science and culture to achieve global goals.
