This article looks at different problems regarding the possibility of exercising political rights to representation faced by indigenous communities in the Tarahumara Mountains in Northern Mexico’s state of Chihuahua. The author uses Niklas Luhmann’s theoretical systems logic approach, emphasizing that protests around this issue are relatively recent. This is evidence of the opening of indigenous people to processes of differentiation and communications with the world on a societal level. At the same time, he underlines the emergence of communications spaces inside the societal order that create possibilities of access to the political and legal systems for these minority groups.
