Abstract

Public policies can be considered from two complementary perspectives: that of solving problems and that of those in power. The latter makes it possible to deal with realities situated beyond the scope of technical and administrative instruments and to propose actions with a logic that is different for that of administrative rationality: that of conflicting interests, each with its own quota of power. For this to happen, it is necessary to stop considering political issues as obstacles, since the political conditions do not necessarily represent a constraint, but can also be an opportunity if the situation is managed effectively. Political know-how is involved in managing policies. The incorporation of the perspective of power in the analysis represents a dialectical jump toward the objective of achieving success in public policy.
