During the two six-year presidential terms from 2000 to 2012, public policies for regulating women's sexual and reproductive health in Mexico were dealt with in such a way that the institutionalization of the gender perspective was weak and unstable, given the tension between two opposing political positions. Through an analysis of the normative framework of this policy, this article aims to show its main characteristics in this period and the consequences of precariously incorporating the principle of equity into public gender policies.
