Abstract

This article analyzes the changes in public policy for artistic creation amidst what in recent decades in Mexico has been called the "transition to democracy." The author maintains that the genesis and current functioning of the National Council for Culture and the Arts (Conaculta) and the National Fund for Culture and the Arts (Fonca) are not, as the federal government says they are, part of a process of modernization or democratization. Rather, they are part of a liberalization policy, understood as a survival strategy by the authoritarian regime to politically decompress a critical situation, and thus ensure continuity and a renewed possibility to legitimize itself.
