This article deals with the way Peruvian civil society broke the continuity of Alberto Fujimori's administration leading to the restoration of a democracy with stability and governability problems. It examines the political and social events of Alejandro Toledo's presidential administration, during which the political system gradually overcame the “anti-politics” decade, creating spaces for the play of political parties in which the political and the social were sometimes at odds and democratic institutionality was politically weak. In this context, we trace the characteristics of a highly politically volatile, very mobilized society and social actors struggling for their economic and social rights and their demands to exercise citizenship.
