This paper analyzes the most important variables used to allocate general transfers to subnational governments based on the Mexican National System of Fiscal Coordination. The paper illustrates some consequences of using this information in interstate revenue shares and provides some insights to discuss on strengthening fiscal coordination in Mexico.
