Abstract

This study analyzes the public policy evaluation process in the agricultural subsector. Specifically the Alianza Contigo Program (formerly Alianza para el Campo). The aim is to establish its situation, determine its influence on the impact of the Yucatan 2002-2005 Fomento Agricola Program (Programa de Fomento Agrícola), as well as to observe both its effectiveness and efficiency. It was found that policy evaluation of the Program is by objectives. The main economic and social results derived from its operation were limited capitalization (atomized support), technification of agriculture production units (technical improvement and VTC -citrus sadness virus- tolerant strains). There was insufficient support to producers and rural population, few incentives to reduce migration into cities or for the generation of temporary employment sources. Likewise, in regard to the evaluation process it was found as non objective since it does not follow up each case. Also the methodology is limited and it does not evaluate the Program 's own efficiency.
