This article discusses the survey conducted in Peru in 1936 by the International Labour Organization to understand the indigenous social problem. The resolutions of the 1936 Inter-American Labour Conference and the report by Moisés Poblete Troncoso revealed the importance of the new social problems for the technical cooperation organizations of the time. Moisés Poblete’s survey not only contributed to an understanding of the Peruvian indigenous reality, but also served as input for future actions by the International Labour Organization in the matter, the first stage of which was completed at the 107th Convention in 1957.
