This article discusses the difficulties that arose in the Provincial Government of Mexico in paying for the expenses of political representation in the first Mexican Constituent Congress. It suggests that the economic crisis and administrative paralysis explain the failure of the first attempt to build an independent State. In this context, the issue of allowances became yet another of the many issues creating friction between Agustín de Iturbide and Congress. It was associated with other extremely important issues in the process of building the nation-State such as the system of political representation and the quorum of Congress, in other words, the legitimacy of the legislative branch. It also reveals the emergence of a new and different occupation, that of legislator.
