This article documents the ups and downs of the Tlalpan Railroad Company, which established a joint stock company to build a railway line between Mexico and Tlalpan in 1865. It describes the difficulties experienced by the company during the war and outlines the circumstances that led to an infrastructure project with material improvements, as it was called at the time, supported by a broad social base, ending up being appropriated by a sector of the country's economic elite. In addition to re-assessing the business owners' proposal, emphasis is placed on the cartoons on the topic published at the time. The hypothesis is that these business owners, without being members of the elite and despite having two governments against them, were temporarily able to over-come their difficulties due to the support provided by the press, known as "public opinion" at the time.
