Generally-speaking in Mexico, neoliberalism has been examined as an economic phenomenon, not as a broad process that includes new techniques of government and new political vocabularies presented today as "natural" or as "common sense" that pervades the entire world. Based on an analysis of the journalistic discourse associated with the earthquake that devastated Mexico City in September 1985, this essay argues that the discourse of the autonomy of society and a responsible citizenry that began to circulate at that time, with the participation of actors from the most diverse political and ideological postures, must be understood in relation to the emergence of this neoliberal "common sense", and not -or not only- as a response to the neoliberalization process.
