Tobacco consumption was one of the main sources of revenue during the Viceroyalty; however, in the early years of Mexican independence purchase-sales of this commodity experienced a drastic decline. The figures on sales of paper for cigars and cigarettes in the territory of Tlaxcala, for example, reflect a reduction that exceeded 80%. The historical explanation posited here stresses two factors: the administrative structure responsible for distributing products derived from tobacco and problems of contraband.
