Inclusion is a concern that has been installed on the Argentine public policy agenda in higher education in the last two decades. The objective of including has acquired new senses in our country, expanding its scope and rethinking the concept of quality, merit and equal opportunities. Through a documentary analysis, the ways in which inclusion is expressed and the nuances in the meanings of each linked concept are explored. The predominant instruments for its implementation are also identified, as well as the links of inclusion with the other orientations of public policy in higher education that are contemporary to it.
