This paper aims to describe the orientation towards the internationalization that all Chilean state universities show in their institutional strategic plans (ISP) to establish if the predominant orientation is a commitment to English language learning. This research proposes an eight-dimension dichotomist instrument named Criteria to Verify Internationalization (CVI), establishes three categories to hierarchize the ISP and describes their orientations. These results confirm that language learning English dimensions are diminished and they do not constitute the predominant orientation of the strategic planning of the researched universities even though they show an intention in some ISP.
