The objective of this study is to build a measurement scale and design a contextualized model for higher education institutes to evaluate the Organizational Capital and Technological Capital factors and their association with the Structural Capital. The conceptual framework presents the theoretical bases for the construction of the instrument. The methodology provides descriptions that refer to the actions, design of the model, reliability and validity. A representative sample of 220 teachers from technology and polytechnic universities, responded to the instrument that is validated using a system of structural equations. Two working hypotheses were verified, as well as the relevance of the solution.
