For some time now, a social consensus has emerged in Mexico favoring the expansion of higher educational opportunities. This is not only a legitimate aspiration, but also a way to address the country’s deep and persistent social inequalities and a fundamental mechanism for advancing knowledge based development. Perhaps that is why higher education was one of the priority issues addressed by the current Constitutional President, Andrés Manuel López Obrador. On this issue, he made several campaign promises in order to gain the sympathy of young people and other population groups. Fulfilling each campaign promise involves taking a number of key decisions. In this article I review briefly the long term evolution of educational opportunities of the higher type, and in this framework I examine the scope and implications that derive from the eventual fulfillment (or not) of the promises of López Obrador, While emphasizing the scale of the budgetary efforts that the country would have to do to make them a reality.
