This article intention is to analyze the educational policies towards the Higher Education in Mexico from 1989 up to this date. Its core will be the examination of those practices in the last two governments of the Revolutionary Institutional Party (PRI) (1989-1994 and 1994-2000) and both first ones of the National Action Party (PAN) (2000-2006 and 2006-2012). Besides realizing the higher education condition in the country throughout these years, -with make emphasis on the inequalities produced by the matriculation evolution and the system diversification-, the principal axes of politics will be approached, underlining which goes first: continuity or change.
