A reflection about relations between the institutional frame of the university Higher Education in Mexico and the restrictions, beliefs and opportunities that induce certain type of decisions in the individuals who take part in the access processes, traffic and expenditure of the university studies in Mexico. The principal hypothesis to discuss is that the institutional changes observed in the Higher Education in México, during the last years, seem to explain different types of decisions that the individuals take in the configuration of their academic and labor opportunities. The analysis of the determinations and institutional behaviors in the university education constitutes the "nucleus" of the following pages.
