This paper examines the internationalization of higher education expressed through the reform and innovation in the structures that Baja California's higher education institutions (heis) have made in order to respond to current challenges. This is done through a theoretical reflection and analysis of the contributions made on the internationalization of higher education. Then, using Rhodes and Marsh (1992) network analysis and typology approach, the internationalization of Baja California's most representative heis is evaluated in a cross-border context.
