This article analyses the UABC instutional reform during the 2002-2006 and the 2006-2010 administration, focusing on the financial effects. It describes the main budget and financial policies followed, and the achieved benefits, showing what can be reached when people and leaderships are addressed to service the purpose of the institutional development, doing the necessary changes and adopting the best existing practices. This experience might represent an opportunity for financial consolidation of the university and to mitigate the limitations imposed by the restrictive budgets of government policies.
