This work brings up the political, educational and social backgrounds, which led to the creation of the Universidad Tecnológica de Nezahualcóyotl in 1991, the first technological university. Social and economical context during that year, as well as, circumstances and decisions that served as a political and social support to establish a short term courses on a higher education form -as an alternative to traditional college education- it is also examined. Research about technological universities evolution in México, have not been searched deep enough to get in touch with the real historical and social causes that prompted the establishment not only of a different educational mode but also, the introduction of the Higher Technical University degree.
