The major of this paper is the analysis of educational policies of high school in Mexico, in order to search how this policy fit the democratization and equality of education in this level. To measure the equity of educational opportunities, it is necessary to analyze three factors: the expenditure on education, the way the structure of the educational system and its functionality are oriented, and the enrolment rate by education level.
