his work argues that the challenge of improving higher education enrollment and equity must be seen as a systemic problem and not as the cruzade of one or a few institutions. It is also underscore the need to promote institutional diversity as an strategy to increase enrollment and diversity in the higher education system. Lastly, emphasis is given to the need of strengthen the financing of higher education institutions through a scheme that acknowledges that having a differentiated and high quality higher education system requires not to skimp financial resources in the context of national possibilities.
