Abstract

This article focuses on policies' impacts for public universities in the following aspects: their ability to absorb students' demand, the financing, the quality, the organization and management and the unions in higher education. In each aspect some changes in current public policies' directions are proposed. The main results are: the convenience to expand the enrollment in public universities, the necessity to arrange the historical problem of inequitative distribution of public resources among public universities, to modify and to conceive in broader sense the quality concept and its indicators, to create a national organism to coordinate the increasingly heterogeneous higher education system and to evaluate the "modus operandi" of our academic and administrative unions.
