The text describes the process of construction of the new Brazilian evaluation system, sanctioned by law in the government of Luiz Inácio Lula da Silva -a system which implies a paradigm change in evaluation vis-à-vis mercadological regulation, in place since 1995. The new proposal of institutional evaluation (SINAES) is analyzed, discussing some challenges and pointing to some possible difficulties.
