This article talks about the 1968 university reform in Brazil. The paper deals with the following hypothesis: the action of the Federal Education Council, technical bureau of the State bureaucracy, had a significant influence on the elaboration of laws basis of the reform. Taking confirmation that council members linked to the National Institute for Pedagogical Studies used the Brazilian Pedagogical Studies Magazine to disseminate their positions as starting point, the dominant idea of university in the Council is presented through the study of ideas expressed in the above mentioned magazine.
