Abstract

México is moving towards a new stage of development - the so-called “modernization”. In the past 15 years, public policies have undergone transformation seeking to define and create a new paradigm in the relations between the State and higher education. The emergence of a new development focused State is the key factor of such a transition strongly striving for a continuous program of social and institutional reforms in order to adapt Mexican society and economy to the mobile goal of globalization. Therefore, modernization is a set of state policies aimed towards a given goal in compliance with the ruling production mode. The cost of such policy, however, is observed in a growing stress between two logical thoughts: the technocratic planning policy and the historical configuration of university communities to which such policies are applied.
