The analysis of public policies in education during the 20th century in Latin America leads to conclude that their formulation corresponded to reactions to political circumstances. By century end, the region was in the threshold of a new historical stage in which the tertiary sector became the axis of public policies on education by adding the variable of economic competitiveness in a global world leaving the axis of new higher education policies to rest. This article tries to analyze the axis of public policies on higher education during the 20th century in the region, going into deeper detail on the types of answers given to inequalities produced by them. In the current context national public policies are being formulated towards a global space in which a higher education without boundaries emerges as a reality in a process overflowing with threats and opportunities.
