The main aim of this research is to assess the situation of Adult Basic Education in Mexico in the past years as well as the status of the Adult Basic Education programs in place, in order to determine whether there has been any progress in reducing educational backwardness. The present research mainly takes into account the obligations of the Mexican State towards its adult population, regarding their human rights and more importantly the right to education. Furthermore, we examine the empirical evidence regarding the deficiencies in basic education obtained from different sources such as the National Household Survey 2018 (ENH by its acronym in Spanish) carried out by the National Institute of Statistics and Geography (INEGI by its acronym in Spanish), as well as the budget allocated to adult education programs between 2010 and 2018. Substantial advances are evidenced regarding literacy, but none is found in reducing educational backwardness as a whole; this could be associated with the ineffective distribution of economic resources.
