This article aims to postulate a new model of quality in Latin American postgraduate education, which should be reflected in a second-generation assessment system, focused on furthering our successful insertion in the society of knowledge. Mere verification of obvious structural factors such as facilities, curricula, selection of students, program management, rates of graduation and publications, has helped in some Latin American countries to prevent the opening of substandard programs, but does not chart a course for postgraduate education or further our insertion in the society of knowledge. We outline elements to construct an alternate model of quality, and a second generation of assessment instruments including aspects such as: the complexity of the problems they address, their interdisciplinary nature, the ability to transfer them to practical settings, teamwork and multitutoring, among others which may serve as new attributes of assessment. A change of quality and assessment systems is needed in postgraduate education for Latin America to achieve a competent insertion in international circuits of knowledge.
