In 2009, Mexico embarked on a Comprehensive Reform of Basic Elementary Education (Spanish acronym RIEB 2009), which incorporated a competency based approach. The purpose of this article is to identify and interpret the social representations school managers (school principal, zone supervisor, and sector manager) have in relation to the reform. It is necessary to examine the perspective of such stakeholders, because they are a central part of the discourse on educational policy and have first-hand experience with the implementation of educational reforms. With the theoretical support of social representations and qualitative methodology, we designed a semi-structured interview. We interviewed thirteen managers in the Federal District and Chihuahua. Our analysis of the interviews applied the proposal of argumentative analysis of natural logic. We found two social representations: the first portrays the reform as a positive change, whereas the second expresses uncertainty regarding the RIEB.
