Abstract

During the past two decades, international higher education has dramatically changed in volume, scope and complexity. This article focuses on the rationales and realities facing internationalization in general, and crossborder education in particular. Key motivations include revenue generation, increased access, curriculum enhancement, regional integration, student and program mobility. The growth in crossborder education, especially for commercial trade purposes, raises several issues related to the registration of foreign providers, quality assurance and accreditation of programs, and the recognition of qualifications. The current changes and challenges facing internationalization raise the critical question as to how international higher education can continue to be a public good and not simply a profit center.
