This article is about the meaning of the university reforms within public and private universities. It makes a forecast of several evolution possibilities of tertiary education and analyzes the dilemma between a joint internationalization, based on the vision of higher education as a public good, and the growing trend toward a mercantilistic transnationalization due to the emergence of new suppliers; and it finally offers several conclusions and recommendations to contribue to the formulation of policies according to the spirit of what the UNESCO advised during the World Conference about Higher Education (1998) and in subsequent meetings.
