This article is about a new proposal of well upheld and sustained university reform for the public universities of Latin America and the Caribbean Area. The author analyzes two periods of the historical development of the local universities, starting with the university reform that began with the student protest movement of Cordoba (Argentina) and, as second point of interest, the expansion and subsequent recession period, focusing what uses to be called national public universities or "mega-universities". Finally, forecast elements are proposed in order to justify the indispensable nature of this new reform.
