The purpose of this research was to determine, basing on empirical experience, if the "infractor minors" category, which is generally used in the Special Education System in Mexico, has a real raison d'être. Therefore the author analyzed profoundly a sample of 45 interns of the Social Education School (Escuela de Educación Social) of the Yucatan State Governement, in order to establish the incidence and the features of the Special Educational Necessities (Necesidades Educativas Especiales, NEE) that they have. The results suggest that although those minors tend to show poor school performances, only two thirds of the participants had special educational needs and needed special education, whereas the other third did show educational backwardness, poor schooling or educational margination, but only needed educational regularization or regular education.
