The article describes the innovation of Manuel Payno's measures issued by the head of the Treasury, the issues that plagued him when he lead the ministry and the closeness he kept with revenue circles after 1857, when his political career seemed to be over. In addition, the minister's business concerns shall be referred, an entrepreneurial spirit strengthened by his known association with members of the elite, in an era in which development policy began to be noticed as an item of first importance.
