Before the triumph of Mexican Revolution, during the government of Porfirio Díaz, the municipal councils of the Federal District were in difficulties to fulfill with its tasks of government, mainly because they didn't have political autonomy, sufficient funds and an adequate municipal code. The revolutionary governments, in defense of "municipal freedom", tried to resolve these difficulties. President Francisco I. Madero began a detailed study in order to reform the National Constitution and fulfill in the Federal District with the revolutionary promise of "municipal liberty". Notwithstanding, after Madero's headlong fall, the Federal District municipal reform was suspended and determined by the political, military an economical demands of the fight between the revolutionary forces that had defeated the conspirator Victoriano Huerta's government. By cause of this situation the troubles of local government weren't resolved with objectivity and, in consequence, neither the urban problems of the capital city. This article analizes the precedents of the municipal troubles in the Federal District and the solutions applied by the revolutionary governments from 1912 to 1917. Its main argument holds that these revolutionary solutions determined the posterior failure of municipal councils in the Federal District.
