This article explores the reform to the government of the municipal treasury in attention to the resources and strategies of the regidores to define the fiscal power of a newly created city council immerse in the context of the strengthening and intervention of mayors and military captains in the jurisdiction of the town halls. Both axes problematize the negotiating dynamics, strategies and discourses of the local actors standing up to the reformist projects of the Bourbon monarchy. This analysis seeks to contribute to the historiographical debate arguing that the new political, economic, or fiscal dispositions should be explained considering the interactions between the projects and the complex realities of the viceroyalties.
