These documents were presented by Gamboa at the Meetings of Agreement to remedy the plight of the Mining Tribunal for the establishment of new regulations in 1783 which replaced the ones of 1584. Gamboa exposes the flaws of source and application of the new legislation and proposes altematives to remedy the crisis.
