Resumen

TOSE VERGARA, Paula Andrea  y  ORTIZ RUIZ, Nicolás. Analysis of Public Policy Centered around Actors: Armed Conflict Violence and Peace Construction in the Cauca (2012-2014). Rev. mex. cienc. polít. soc [online]. 2019, vol.64, n.237, pp.341-375.  Epub 07-Nov-2019. ISSN 0185-1918.  http://dx.doi.org/10.22201/fcpys.2448492xe.2019.237.65868.

This article aims to contribute to the understanding of the decision-making processes in the management of public policies regarding assistance to victims of violence due to armed conflict and peace construction in Cauca (Colombia). It corresponds to a qualitative case study (the findings might not allow for generalization) in which information was gathered from two scenarios through observation, individual interviews and documentary review. The scenarios were influenced by the environment, facilitated the development of trust, were constituted in environments of learning, interaction, relationship exchange and governance. Nevertheless, strong hegemonic leadership persists, center-periphery logic remains predominant, and normative knowledge surpasses other knowledge. Synergies and research support are required to strengthen local public management.

Palabras llave : public policies; armed conflict; decision making.
