Initial premise of this work is energy as main factor in positioning of countries in international economy and policy. In this context, it analyzes two aspects of this scene and how it affects South American policy. The first one has relation whit oil and own industry projection. The second one has relation whit to look for alternative strategies and new criteria of production and energy consumption. Likewise, it analyzes those factors associated whit energetic matrix that help Venezuela and Brazil to insert in politic scene at the same time answer to how are articulate theirs different ways of act and to shape various aspects about relation between region States.
