The power constitutes the central theme of many studious of Political Science to understand the different forms of democracy. The processes of laying down the agendas (mediatic, public and political) involve the use of individual and collective power. The study of the construction of the political agenda is focused on the study of the power of the subjects, a more specific investigation than the subject of power. The aim of this paper is, then, to do a present review of the formulations and of the process of structuring the agenda starting from the three dominant traditions of research: the establishment of the public agenda, and above all, the construction that leads to the solution of the more relevant social problems , promoting a social change and keeping the stability of the political system.
