In this article, the relationship between governability, transparence and reconstruction of the State is analyzed facing the democratic transformations in contemporary societies. This paper emphasizes the link among governance and transparency, towards the behavior of the bureaucratic bodies in democracy conditions. The case of the transparency in Mexico is also addressed, in the context of a democracy in process of construction.
