This article approaches from an integral optics, problematic in the financing to the superior education and the unequal treat-ment of which the Institutions of Superior Education in the allocation of the subsidy are object, that worsens the origin diffe-rences and under which they lose those that more delays warn. In this scene of insufficiency of resources, one narrow re-lation between the local Directors of the universities and Congresses considers like central subject Federal and, under the op-tics in benefit of a greater knowledge of the legislators with respect to the univer-sities and a commitment shared by its to-tal development. Finally, the attributes of a financing policy are exposed that frees to the superior education of conjunctural crises and it allows a suitable insertion in the national project.
